mercury 2002 40hp 2 stroke overheating?

i live on a lake with a lot of duck weed and it keeps getting pluged up inside a little tube where the water spits out of engine.

if i remove the tube (plastic insert) that connects to the end of the hose a lot of water comes out very easy, with the plastic tube inside it shoots out a high pressure skinny stream of water.

my question is, is this plastic tube/insert acting as a restrictor to keep the water from flowing to fast so the engine stays a little warmer and at correct temp.??? if i run it withought the restrictor will it run to cold because of the large amount of water free flowing??
