I have a 1999 25 hp Mercury 2 stroke that seems like it has no power on top end .It starts up just fine ,idles fine, turn on the gas and it just seem to bogg down.I cleaned the carb, new plugs ran carb cleaner through it but it just won't pick any speed on top end .Could it be the timing .If it is how do you time this motor ?
