Mercury 25HP 4S 2007 Electric & Cord can’t start

Hi all, I could use some advice.

I have a 2007 Mercury 25HP four stroke with a tiller handle and electric start in addition to the optional pull cord start.

I launched the boat a few days ago. For the first two days everything was great, no issues. Suddenly, it’s like the motor has seized. The electric start (standard process) pushing the button clicks to initiate the start but nearly immediately stops, and does not start the rotation. Battery is fine because the electric trim switch on the tiller works perfectly fine. Gear shifter is also working fine and with the cover off I can see the shift take place and it goes in to neutral.

Also, the pull cord is locked in place and cannot be pulled out to start manually that way which we use when the battery is dead or failed, etc. The cord won’t budge or pull at all.

Again, all very strange considering right up until that moment it had been working flawlessly. I only turned it off for a few minutes and now cannot resolve this issue. However, it had been started and stopped many times already over the last few days as I mentioned without any issues and ran very well.

Thanks for any advice! I had thought maybe some safety mechanism has kicked in and is erroneously stuck in place but I am not enough of an expert to know what would prevent even the cord from pulling, no matter how hard I try, and just refusing to spin even a millimeter.
