Mercury 25hp water pump

Going from one problem to the next. Ok, so I think my motor is a 1996 instead of a 1995. Serial #OG561706. I was hoping someone could verify the year for me. Also, I replaced the water impeller in the lower unit and I cannot get a steady stream out the water port from the back of the motor. I tried a water hose and muffs as well as a garbage can full of water. There is only a trickle of water intermittently coming out. I cleared the upper rubber hose of debris and made sure the copper line is in place. Water pores out of the lower unit, out the drain holes as well as where the shifter comes out of the lower unit, but not much out the top. I did not use an entire water pump replacement kit as the remaining parts looked to be in ok condition. I also rotated the drive shaft clockwise during installation. Any thoughts on what might be the problem?

Are you sure yo got the water tube in the top of the housing? If so you may have a split water tube. Also clean out the pee hole with a tiny drill bit (by hand not on a drill) Mud daubers and leaf cutters LOVE to fill these holes.

Yes, I'm pretty sure the copper tubing is in place. I slowly guided it into the top housing and water pump. I already cleaned out the pee hole and rubber tubing leading to the thermostat. I also "back flushed" water from the thermostat downward and made sure everything up top was clear. I waited for the motor to get slightly warm before shutting if off but there was still only a trickle of water coming out. Maybe I need to wait longer? Any other thoughts?
Also, could someone verify the year of my motor.

I just wanted to give everyone a little follow-up. I started the motor up again and after waiting for about 2-3 minutes for the engine to warm up, a steady stream of water began pouring out the pee hole. I guess it was only the thermostat regulating the water output. Thanks again for the help!
