Mercury 3.5

I have a Mercury 3.5hp from I believe 1984. I just bought it used off of my ol neighbor. I am having trouble with water circulation and the throttle. I cannot see any water circulation, and I am not sure if the Mercury is even water cooled. With the throttle, the propeller will run at idle speed, but no faster, even though the engine is raising in power. Any suggestions would be helpful. Thank you.

The engine is water cooled, so ck it for overheating as you are running it. I don't quite understand the second part of the quistion, but if the engine RPM increases but your spreed don't you could have a prop hub slipping or that engine has a drive spring in the lower unit to give it neutral that could be slipping
