Mercury 3.9 flooding while trying to start it

I have a 1968 Mercury model '39' which is a 3.9 h.p. motor. I rebuilt the carb and the fuel pump diaphragm has been replaced. I also replaced the float and the pump cover which houses the needle valve and the float. Needle valve is new. The motor floods now when I try to start it with the pull cord. Gas is pouring out of the carb. I believe the float is adjusted correctly, however, I am now questioning if I replaced the needle valve seat or not?? I remember taking the seat out, but I do not remember putting the new one in! I know I can easily check it out to see if the seat is in place or not, but just was wondering if the seat is missing, I'm thinking this could very easily be causing the flooding situation, correct or not?
