Mercury 35hp leaking.

35 hp, Model number: 6492172.
Last summer the motor ran ok at first, then started acting up. It would cut out slowly and not idle properly. upon looking there was water coming out of the upper mount, just below the powerhead, and water dripping out the pan itself. I don't see any water leaking at the exhaust plates or anywhere up at the powerhead. I'm thinking it might be the base gasket?
Any one have any ideas?

Sounds like you need to trace the water flow from the tell tale hole on back through the system.
Initial thought is that water outlet isn't hooked up and cooling water is exhausted into the engine compartment.
Do you get water peeing out the tell tale hole?
Check engine block side covers for leaks.
Run the engine without the cover and watch for water filling up the cowling.

Yeah the tell tail is hooked up and working perfectly. With the hood off I see no water in the cowl area. But when underway it leaks from the top bracket as well as gets water in the cowl. On the hard it spits water out the upper bracket also.
