Mercury 40hp 1980 - Motor revs high in neutral

I have my motor in neutral and low idle but when I start the motor it revs like a biotch. It revs so high that I immediately turn it off so as to not damage the motor. I checked my carb and the flap is closed so this makes no sense. It started doing this the other night after taking it out for the first time and slightly overheating the motor b/c the water pump was not working. Later I discovered my impeller was chewed all to hell. After overheating it did this for a while and then went back down to a decent idle for a while.


Help Please?

is you timing plate moving back to idle postion?

the plates you see closed are they the choke plates or thottle plates?
