Mercury 5hp bogs down in water

I have a Mercury 5hp that is in brand new condition. Grease is still on cables. Not sure of year but Id say at least mid to late 90s. It stats with starter fluid only. Took the carb off and found the jet was clogged so blew it all out real good and put back on. Now it will start and run fine out of water but as soon as I fill my can with water and try to start it and run it nothing really happens. It will be at full throttle and just hardly stay running. Empty the can to where theres no water and it starts and runs fine. Any ideas?

DO NOT run it out of water and don't use starting fluid. Serial number? What is the compression?

Serial number is OD983433. Not sure on compression. Did a little more with it today and filled the can with water and started it up. Idled fine and I would go full throttle in neutral and it did fine. Noticed the full shut off was off and when I turned it to on and the gas flowed into the filter the engine shut down? Turned the fuel back to off and it would run again. Then I put it in gear and slowly pulled the throttle and it was doing fine for about 2 or 3 min and then all a sudden it just slowed down on its own and shut off. Couldn't get it to start again.
