Mercury 6hp lower unit/shift problem

I have an older MErcury 6hp (merc 60). 1967-68 ish model. The motor is in great shape and runs excellent. When I got it the previous owner said that it would not go in gear and the lower unit was locked up. I took the lower off and it spins. It is in forward gear. I can put it back on now and shift it forward and neutral but not reverse.

The really weird thing is when the shift lever is forward that is neutral, neutral position is forward gear, and can't shift to reverse.

The shift rod is not part of the lower unit in this motor. It is hanging out of the mid section. How can I shift the lower unit while off of the motor to correct this issue?

Any ideas????

Hey Captain,

Did you ever find the solution to this? I just picked up a '67 Merc 60 6hp and have issues with the shifting as well. It's stuck in forward and won't go into neutral or reverse.
