Mercury 70 hp sag @ WOT

I have a newly aquired '87 70 hp Mercury on a 24' Suntracker. It has a 13p prop and pushes it along @ about 19-20 mph with 2 people and 17-18 mph with 6 people and some gear. All in all, i'm satisfied, but it is sagging @ WOT. It will go as good and sounds better if I push the throttle up to almost full, but just short. When I give it the rest of it, sometimes it doesn't change, sometimes it seems to speed up just barely, but most times it sags down but doesn't necessarily lose speed.<br /><br />I don't have a functioning tach, so I don't know the rpm's. Is this a sign of over-revving?<br /><br />k

Sounds like over rev all right. I would change props ASAP.
