I have a Mercury 9.8 / 110. I was having a cooling problem, but thanks to other posts in this forum I figured out it was the impeller. Being a former US Air Force Helicopter mechanic, I found it a very simple 15 minute job and everything worked great after the fix. The next day, I was out duck hunting. I used the boat all afternoon. On the way back at dusk, about a mile from the dock, the motor quit. It actually sounded like it was running very good and a second before it quit I was literally thinking to myself that it sounded great. It was like how small motors sound as they are running out of gas. My weed wacker does this very thing when it runs out. I tried restarting it, but there was nothing. It was definitley getting fuel as I could just make out the sheen on the surface of the water from gas/oil coming out as I pulled the starter. There was gas in the tank, hose, bulb, and the clear plastic part that in line just prior to the carb. I have ordered a fule pump kit and a carb kit.
Can I expect either of these two to cure the problem?

I sounds like the inlet needle stuck so I think your on the right track. although you did not say if you checked for spark.

Re: Mercury 9.8 konked out

I did not have a way to check in for spark on the water in the dark in a current. Had to hail a passing 18' tri-hull with a new 300 HP inboard for a tow after the bolt broke on the oar lock. Guess I've been working out too much at the gym:D. As we got to the dock, his new engine with less than 2 hours on it threw a valve or something like that and I ended up towing them in buy paddling canoe style, backwards, against the current as 3 other boaters watched us from the dock. No offer to help from any of them. What the!!??
Anyway. I just changed the plugs and everything worked great, but that doesn't mean the electrical wasn't what failed. I'll check it this afternoon when I pull the carb. Thanks. I like the quote at the end of your post.
