Mercury 9.8 Reverse Lockout Rod

Would a Reverse Lockout Rod(the little rod that connects to the rear of the shaft)Make the engine not engage into reverse?. Also while changing the impeller the Impeller Drive Key fell down the impeller housing. How can I get it out?.<br /><br />Thanks <br /><br />Bill Martin
