mercury 9.8 seems to be not sealing

I replaced the water impeller and put the lower back on. Still not pumping water and is seems as it is leaking around where the lower and upper meet the were bubbles and out of the water you can feel just a little bit of air coming out through the area where they meet how do I seal it off could that be why its still not pumping water?

Check you got the waterpump outlet lined up in the lower leg inlet correctly.
Check when you spin the driveshaft the impeller moves-key hasnt fallen out

I tried to line it up right but will check again. The impeller does move with the shaft I trie to make sure of that everytime. Thanks for the info will give it a try in the mourning.

Make sure the lowerleg is submerged, at least four inches above the cavitation plate. If you dont it wont pump at standstill

Ok, I will take it to the lake up the road and try it there I have been trying it in a barrel so far.

Barrels fine, just get the water level up to that height.
If you a feeling air where i think you are mentioning it then its definitely not deep enough in the water
