Mercury 9.9 Bigfoot Kinda Loud

My Merc 9.9 is kinda loud. It just the motor noise, not an exhaust noise or anything. It makes it hard to talk while under way. I noticed a Johnson motor I have has insulating foam inside the cowl. Should my Merc have that as well? It doesn't now. If not is there anything I can do besides wear ear plugs? Lol

Probably exhaust noise is leaking through base gasket on to pan. Re torque powerhead lower bolts usually 4 under pan. If OB is old or is highly used and retorquing bolts does not cure loud noise, probably base gasket is already burned leaking noise ouside base gasket. Will need to change base gasket.
