Mercury 9.9 runs bogs down at high speed

Have a 1989 9.9 that dies out or bogs over 1/3 throttle. Seems to start fine and runs okay (although a bit rough) at low speeds. Had carb apart last fall and it was clean with proper main jet. Compression is good.

Any ideas where to start? Could this be a fuel pump?
