mercury classic 50 2stroke heeeeeelp plz

Hi all
first time boat owner, and very naive, my motor wont allways tilt up or down, when i use the switch i hear the solinoid clunk but nothing else, i have shorted both up and down solinoids sometimes it works and others times it doesnt !! is most likley cause the motor ? all replies really appriciated

does it do it both up and down? if yes the motor is most likly the issue. if not try to bypass solenoid with jumper wire from both big hots if it works then the solenoid is the issue but if still don't work then the motor need's replacing or rebuilding
