Mercury/Force voltage regulator - tach problem

I have a 1992 90 hp Force engine with Mercury electronics. It has the Mercury voltage regulator. My tach is not working and I am checking wiring. The voltage regulator has 5 wires and the one that goes to the gray tach wire is a white wire coming out of the regulator. With the ignition OFF I get half a volt from that white wire. Is that normal or not?
