Mercury ID help

I inherited a Mercury 60 HP 3 cyl that does not run. I know nothing about this engine except the ser number is 0B260355 or 08260355 hard to make out the "8" or a "b". Could someone direct me to a page I can find out what I have? I need a manuel to troubleshoot the fuel system. I have a hard bulb and no start with or without choke. It fires fine when I mist the intake with fuel/oil but does not appear to be getting fuel to Carbs. Any and all help appreciated.

You have a 1988 engine, I think that the inlet needles in the carbs are stuck

By inlet needles are you refering to the Main float needles? I see the fuel line go to the pump up through a filter and then to the carbs. I dont see any fuel in the filter so I am going to remove that and spin it over to see if I get flow to there. Any other suggestions or am I even on the right track?
