Mercury Lower Unit - Please Help!

I just pulled the lower unit on my 1983 115 HP Merc to change the seals. When I got it off I tried to change the gears but it would not come out of forward. Did I do something wrong or is this normal? I believe it has the ez shift b/c it does ratchet when in gear. What do I do next?

I had it in forward not reverse when I checked for ez shift or cam. I did get it to go into neutral with it off but not reverse. When I put it back on I could get it to go in all. When it is in reverse should it lock both directions and only ratchet in forward?
