Mercury o/b just wont start !!!

Okay so I have a 1978 Mercury 110 9.8 o/b that I just cant get to start . I have tryed everything to the best of my knowledge , checked for spark , make sure fuel is getting to engine , installed new plugs , good fuel , even tryed starting fluid ????, I ran out of options could somebody give me some pointers on what to do next from here . The last thing I did was a compression test and top cylinder #1 has 115 psi and cylider #2 has 118 psi . I am not sure what the manufac. specs are for compression but that does not seem to be to low of compression. Plleeeasssee heelllppppp. Thanks
