Sounds like the enrichner is not working, or you are not using it. Stay away from the ether. Not good for your engine at all.

First I guess I should ask you what year the motor is.

I don't know if you motor uses choke plates within the carb throats or if it uses an enrichener valve. Depending on which "choke system" you have, the troubleshooting steps would be different.

If you motor has an enrichener valve, check out the below links:

If you motor uses choke plates, I can only suggest that you follow the link and sync procedures for your motor and take special notice if the throat plates are closed when they are supposed to be closed.

As previously mentioned, don't ever use start fluid. If you must spray fuel in to the carb throat, use a 50:1 fuel/oil mix.

i tried starting it with choke and fuel starts coming out of the carbs

The above seems contrary to concluding that insufficent choke is the problem. Perhaps the thermal relief valve is stuck open, which can also cause a cold start problem (if you motor has one of these valves). Just a thought...

There is an idle adjustment on the carbs. The Seloc manual will explain a lot of this. A Mercury OEM shop manual would explain it a lot better and more thoroughly.

A "thermal relief valve" is the same as a "thermal air valve. It seems to go by either name. Attached below is a description of the valve. You can find in on your motor (if there is one) by following the air hoses from the carbs back to a valve screwed in to the rear starboard side of the motor (somwhere near the spark plugs).

As far as testing it, I guess you can try to blowing through the valve to see if it is closed when the motor is cold and is open when the motor is warmed up. When I had a cold start problem on my motor a few years ago, I simply replaced it to eliminate it as a possible cause rather than bothering with bench testing it. It is a cheap part and easy to replace.

The above is all just my opinion. Others may have better advice.

No valve on his motor. Try this method.

Trim tha motor ALL tha way in. Push in on tha key and turn ta start at tha same time. It should spit, cough or try ta fire. Release tha key. Raise tha fast idle just a touch. Trim tha motor ta level. Hit tha start without pushing tha key in this time. It should start. DO NOT USE STARTING FLUID in a 2 stroke. If it doesn't start. Repeat. Contary ta popular belief, it takes a lotta gas ta start a cold motor...................

Oh yeah, pump tha bulb up ta hard first thing..............

Sounds like idle timing might be off a touch. Keep tha motor level or a touch positive when your idleing around. Might help a little............

I have a 1983 150 hp black max. I want to install the Bob's Machine Shop Velocity stacks. To do so requires removal of the plate in front of the carbs. Will I still be able to use the enrichner to start the motor ? Will I have to re-jet the carbs because of the increased air flow ? How do I determine which jets to change, and which size to use ? (Please HELP!!)

Unless your goin' with a lot of high intensity modifications on it or just want it to look "cool" your fartin' in tha wind. Won't benefit your performance even a little bit other than noise, a deception most take for performance gain ie: removin' tha can and drillin' tha exhaust......JMO. But if you add tha stacks tha older Mercs are a tad fat on tha jetting from tha factory anyway so your probably pretty safe there if they haven't been molested by a previous owner. Put 'em on, read tha plugs and go from there..............D

Oh yeah. Your a lot more apt to get something foreign sucked into tha carbs with 'em also. Especially with stock cowlings. Just something ta think about.......
