MFG Niagara seat mounting

I have a 1965 MFG Niagara that I am trying to restore to fully serviceable status. I took it out on the lake for the first time last weekend. One issue that has cropped up is the two front seats came lose from the deck while on the lake. The boat has a fiberglass floor with half inch holes bored into it. There are half inch well nuts that the seats bolt to. On the front passenger seat the previous owner removed the front two well nuts and cut two large square holes in the deck to put toggle bolts into (I imagine). I attempted to epoxy two half inch fender washers to these holes so that I could use well nuts on all of the seats. The epoxy that I used didnt bond the washer to the deck, so my front passenger seat came up right away. The driver seat front well nuts came out of the deck also when I plopped down in the seat on the second day of boating.

My questions are what is the best epoxy for what I am trying to do with the passenger seat, basically attaching stainless steel to fiberglass. Barring that solution, where is the best place to find a selection of well nuts that goes to greater than 1/2 diameter, since if I enlarge my holes, I will need bigger well nuts.

Any suggestions??
