micro cut out switch on side of engine question

For the last 20 years I've owned a stringer drive. I now have a 1984 140hp Merc. Does the cut out switch only go in effect when disengaging out of a gear? I'm hoping this is the case because it does not like like it works when engaging into drive. Thanks;

Yes, it (shift interrupt switch) only comes into use when coming out of forward and/or reverse.

Ok that's good to know. I don't need to fix what isn't broken, thanks. "only in the water" I guess that's because it needs to be under a load!
