Mid 90s 15 hp MERCURY made motor anti start problem

There is a lever that's stops one from being able to start the motor in fwd gear. This grinds when I pull start this 15 hp motor . Can I adjust this lever

Put.up a.pic of that linkage? I am pretty sure there is a screw to adjust that. Is this a tiller or remote model?
