Bleach will kill it or you can try a mildew remover made for bathrooms however, bleach is cheap.

I had tried 409, simple green, fantastic but found bleach did the best on vinyl. If it is really mildew and not just stained..... comet with bleach will draw out stains too.

Oh and lot's of elbow grease!

Definitely bleach. Take a spray bottle, put about 1/4 bleach, the rest water. Mist it on, in the shade is best, let it sit a few seconds and wipe it off. Mold, mildew and algae hate bleach. Wear some clothes you don't give a crap about because if you don't accidentally get some on you, you're not workin hard enough.
It won't hurt most marine carpet but I'd still be pretty careful about what I point the bottle at.

Mildew stains are tough. Bleach will kill the mildew but often won't completely remove the stains. If bleach won't do it, nothing will.

As for cleaning vinyl, the best cleaner for vinyl, bar none, is Spray Nine. It works like 409 is suppose to. It's made by a company called Knight and this stuff cleans white vinyl like nothin' I've ever used. I buy it by the gallon at Ace Hardware. It's all I use.

Great for whitewall tires and white headliners too!!

Be careful with bleach. I wouldn't use it because if you get that in the stitching it will dissolve all of the threads.
