Milky film around outboard cowling seal?

My mates 15hp has a milky oily film around its hood seal, now if this was car oil Id be freaking out. Is it normal to get this?

Ayuh,.... Outboards have oil 'round 'em, 'n water,...

Sounds pretty normal to me,...

What sorta 15 hp motor is it,..??

How does it run? If not well, then you may have some issues.

I am assuming it is a 2 cycle, if so there may be some, but should not be excessive. Not much way excess oil could get there unless the top main seal was leaking OR excess choking & the gas evaporated, leaving the mixed oil.

If it is a 4 stoke, then possibly your oil filler cap is loose & the engine is blowing oil around it.
