I noticed that the drainage plug bolt at the bottom of the foot was leaking milky looking oil. I'm assuming the water causing the milkiness is coming in from there as well...

I'll have a closer look tonight. Can there be another possibility on where the water is coming in from?

Bad seals on the Drain and Vent screws of the lower unit are a common source of water in the lower unit. Try replacing the seals, drain and refill with lube and run boat on lake. Inspect again for water in the oil. If you're still getting a milkshake in the lower unit, drop lower unit and pressurize to 10-12 PSI and lower into a test tank. The air bubbles will point to the problem.

the water can get in the lower unit from various places...drain or vent plug gaskets...prop shaft oil seals...driveshaft oil seals under the water pump base...shift shaft seal...find a local shop and they can pressure test it for ya' to tell what's leaking
