Milky liquid in lower end

I got a 1.5 Johnson (1969) running. I changed the oil which was milky. After running with new oil I checked it and it was milky too. Is the prop seal the only place water can get in? Anyone have advice to diagnose?

The most common place to leak is from the filler and level plugs. Be sure you put new gaskets (or o-rings) whenever you open them. Put new ones on, refill, and try again.

Leaks can occur from the driveshaft, shift shaft and prop shaft seals....

There are many seals down there. Start with the easy ones by replacing the drain and filler screw seals and go from there.
