Milky lower unit oil

Have milky lower unit oil in my mercruiser pre alpha MC-1. I drained the oil and it was milky, put new oil in and ran it on muffs, redrained the oil and it was milky again. I know the proper way is to pressure test and I plan to have that done, but I would like to use the boat this weekend. My thoughts are, could this be just more water that didn't come out the first time mixing into the new oil/not being all flushed out after draining once. My drain plug was completely missing the o ring so I know that could cause water intrusion. Secondly, I only ran it on muffs after changing, so the only ways water could get in would be water pump seals or shift shaft seal correct? Have wanted to replace water pump anyways so would this be a safe bet and a possible fix? Just looking for some insight. Thanks

There are a lot of ifs, maybes, and possibilities in place here, pressure test the drive and know for sure.

Hard to answer. How milky? How long left to drain?

Twas mine, I would do my water pump and base seal and then pressure test.
