mini skeg?

Above the prop is what looks like a small version of a skeg. The one on my outboard spins freely (which I'm sure it's not supposed to do).

What is this thing, what does it do, and does it need to be set in any particular direction?

It sounds like you are describing the zinc anode. They come in the shape of a fin, and may be set to a particular position to compensate for the torque steer of the motor. For a right handed prop (standard), you would set the anode a bit CCW viewed from the top.

there is a bolt in the center of it. as said it helps correct pull on the steering wheel or tiller. if the wheel pulls right, move the back of the tab to the right. left to left. tiller just the opposite.
