I am considering putting a jackplate on my boat and was wondering if someone could tell me the minimum water pressure on a 2000 Johnson 90hp? The manual that came with the motor says 30psi to 40psi. Is it ok to run this motor at any less than 30psi? Any help would be greatly appreciated!

Whatever pressure your motor runs at now at any given rpm is your baseline. Once you install the jackplate and test, the water pressure should remain the same in each rpm range. If it is less or starts to flutter then you are introducing air into the cooling system. The needle should remain steady as it does now.

If it does start to get air then there are a couple of things you can do depending on your style gearcase.

Record your pressures now and compare after the jackplate installation. Good luck!
