MinnKota 70lb thrust/24V

I recently picked up a minn kota 70lb thrust 24v trolling motor. After making the correct battery configuration, I hooked the motor up but to my surprise, it only has two speeds. The dial indicator has 5 but 1 and 2 or the same speed, then changes when I put on 3, 4 or 5.

I looked at the old motor and everything looks the same, even swapped out the switches and still does the same thing....
Any advice would be greatly appreciated.

Are you sure you have two 12V batteries in series -- not parallel? Speeds 1 and 2 may be very close to each other and it may not be possible to detect the change visibly. If you are doing the test iin the water, then there may be a problem.
