Minnkota endura issue

My newly acquired Endura 55lb trolling motor propeller will not turn, it has power going to the unit as you can hear it change speeds but it will not turn the prop... any ideas?

new fully charged battery.

Yes. I took the prop off and the shear pin is in 3 pieces

ok with a new shear pin will the prop turn.....Im trying to ask if the motor turns over or is it siezed.

or do you mean you have found the problem and it was the shear pin.

Assuming i found problem, i can turn it by hand and you can see the bolt/nut turn but the prop wont so im almost positive its that.
