Minor fiberglass hole repair?

I recently bought another used boat (1973 Larson All American 186 Bowrider). It has a number of small holes in the transom from transponder mounts, speedo pitot mounts, etc. The previous owner just filled them with blue silicone sealant ( transom is white fiberglass). What is the best way to deal with these small holes 1/8" - 5/8" so that it looks good when I am done. I thought about buying a fiberglass repair kit, but I don't know if it will work well on holes this small. Any ideas on methods or materials is greatly appreciated.

It does dry white but not "gel coat " white.
