missing at mid-range and up

I have a 1989 60 horse evinrude vro that skips at mid-range and up. The skip is in pulses and consistent like a rev limiter on a car. It seems that every time I turn the key off and back on the problem quits. It cranks up fine and runs fine when not skipping. It will also do it in neutral when i give it warm up gas.This may not matter but i recently had a hot horn replaced.Any advice is greatly appreciated.
