Missing key to Fulton Outboard Motor Lok

Purchased a used pontoon from a widow whose husband always handled the boat. It has been in storage since 2013. She has zero knowledge of the boat.

Oh great, it already has an outboard motor lok! Hold on, she only has one ignition key. No key for the motor lok or even the trailer spare tire.

I can cut the spare tire cable, but don't think that motor look can be cut without doing other damage.

Any one experience and solve this issue?

Also, can boat keys be duplicated??

Hmmmm if only there were professionals that worked on locks... Kind of like a lock smith or something.....

That is the obvious. Locksmith asked how easy it is to get to. Doesn't look very easy to me. Certainly not like a door lock!

Guess the question is, can you get at the lock cylinder with a drill bit easily? I see a picture of what the device is, just not how it mounts. If I were able to have a straight shot at the cylinder I would just use a 1/4 -3/8" left hand bit and drill it out until it unlocks or you punch all the way through it.

It is installed with the key insert underneath. I can hardly reach underneath to feel the key hole. Wife asked the widow to looked for a gold or silver key with numbers on it. Manufacturer confirmed there are no numbers on the lock.
