Model year question

If a Ficht 150 has a year built saying 11/99 does it mean it is a 99 or would it be considered a 2000 because of being made late in the year?

Model years switch in about the middle of the calendar years, so I would call that a 2000 model.

I'm not familiar with the Ficht engine but doesn't the engine have a model & serial number? If so, what is the model number?
