Don't think you can. Tohatsu groups engine together by engine size, and then derates them a bit to produce a lower HP motor. A perfect example of this in the Tohatsu 4/5/6 HP engine "family". It was made as a 6 HP, but was derated with different carbs to make the 5 and 4 HP models. But that also means that someone with a 4 HP can buy the 6 HP carb and end up with a 6 HP motor.
As far as I know these engine can be grouped together (based on displacement):
2.5 / 3.5 HP (85.5 cc)
4 / 5 / 6 HP (123 cc)
8 / 9.8 HP (209 cc)
15 / 20 HP (351 cc)
25 / 30 HP (526 cc)
