motor chokes, smokin carb...?

Im just frustrated with this motor and thought i should stop and get some other advice . Is it a timing issue or a intake manifold/carb issue, those were the things i thought of. When i start the motor it cranks over a couple times then chokes and there is a light smoke coming out of the carb/manifold. I have installed a new carb and electrical and all the other mantainance stuff, but the intake manifold look original(rusted) and the head gaskets i havent changed. its a 1973 searay 19ft ski boat with mercruiser888(ford 302). Has anyone seen this happen? is it somthing simple or more of an internal motor issue? Im not much of a carb person, any help would be appreciated.

i just got the boat a month ago, and cant seem to get a hold of the previous owner(figures) to see what all he has done. The things i know have been replaced are distributor cap and rotor,coil, wires,sparks plugs,oil and filter, fuel/water sep. filter, inline fuel filter,starter solinoid, starter. Other than those things i dont think he did a major tune-up because compression test and timing need to be done, right? What else you think needs to be done? sorry, bare with me im ordering a new manual
