Are the powerheads interchangeable between an 88 evinrude 140 and an 83 johnson 140? the evinrude is a 25" the johnson a 20" if this makes a difference.

No, the 1983 140 is a crossflow engine. The 1988 140 is a looper engine. Completely different powerhead.
