Motor Cowling Repainting

My cowling looks terrible, PO spraypainted it black straight over the stickers and everything. What is the best way to go about repainting this? Sand down everything with 80 then 120, degrease and clean, then use etch primer and krylon plastic paint?

If it's Plastic you don't need SE primer. I'd use a stripper and then wet sand starting at 100 and go to 320. the Krylon Plastic Paint is really good stuff. Multiple LIGHT coats.
