Motor--Damage from Storage?

I'm looking to buy a pontoon with a Merc 4 stroke, 75HP motor.
The motor (new) was used for about 8 hours followed by a three year storage. All that was done to the motor when stored was stabl in the gas. It has been in climate controlled storage.
I'm asking for guesses as to what this 3 year storage might have done to the motor and what I should insist be done before I buy it.
I want to protect myself, but I don't think I can get too crazy or I will lose the deal.
Is it possible we could just start it up without doing any maintenance checks?
Appreciate any help and advice.

Id have the carbs cleaned and a new water pump put in new plugs and then fire it up as after that long of storage ive see stabil go bad in fuel bowls unless its fuel injected but id deffinately do a water pump on it:)
