Motor dies every few minutes with low or medium throttle

This is what I have

1996 Johnson 6 J6RLEDD

Recently after it rained about 2 inches in 2 days (the motor doesn't have a cover on it) it started to die during meduim and low throttle. It would always start right up after it died, I'd run it at full throttle for about 10 seconds and then it would work for 1-2 minutes, then die again. When I thought it was going to die I could give it more gas preventing it from dying, but a minute later it would either die or I'd have to give it throttle to keep it from dying. Any ideas to help me out? Should the gas line have a filter on it (it's connected to the main tank and I can't see any filter on it)? If it rains a lot of water on the motor is this normal until it dries out more? It does seem like the more I run it at full throttle the longer it does until it dies trying to troll. Also, the idol seems to not stay constant all the time, it will kick up or down a little and fluctuate.

You should keep an eye on ebay and get the hood.Your problem?I would start with a carb clean.remove clean twice a kit if it hasnt had one in the last 2-3 years.

Do you think the cowl is as much as the motor is worth? Also, what do you think about the fuel filter? Should I add one? I've worked on cars before, are boats more or less involved? Do you think sunny weather could solve my problem? Sorry for all the questions.

The cowling will help keep dust,airborn seeds pollen and lots of junk out of the carb when its sucking in.The price well just keep a eye on ebay you can probably get one pretty cheap,put a wanted post on craigs list may get lucky there also.Fuel filter I dont use em some do its up to you may be someone can give both of us a + and - about fuel filters.
