Motor dies ONLY when in the water

Hi All,

I have 1988 Mariner 25hp and have had the carby rebuilt on her via local mechanic. Everything went fine for a few fishing trips but on the last one, when I'm taking off from the boat ramp, she runs for a little bit then dies on me. I get her back home and she fires up again.

I've taken her down to the water on a couple of occasions and every time its in the water, it loses the power and won't start (when the leg is fully submerged). Its like something restricting it?? If I put muffs on back home, runs fine and have even taken the impeller off believing it may have been restricted from something via a pumping problem. Yes, water is flowing out to cool the motor.

Any suggestions, as they have placed new fuel pump and primer valve into her????
