motor goes into high idle when i put it in netural

i have a 70hp evinrude motor when i go to neutral from either reverse or forward it kicks it into high idle...the lever for fast idle moves is this right or is something wrong with the controls....i'm new to boating and still learning for sure

it should idle a little faster, but not much, if it is reving up there is something wrong.

If the fast idle lever is moving that's not right. Try resetting (center both in neutral) the cables at the motor first.

Throttle cable is adjusted too short, and your warmup lever latch is broken/missing. You need to adjust the throttle cable at the motor, I've had the same problem before.
