Motor part useage question

Ok, I apologize for all the the obvious questions but I am new to this and really want to learn.

What exactly is this part, what does it do, and how, if I need to, do I control or use it?

That is a trim tab. It is used to compensate for the torque of the prop. If the boat pulls to port or starboard, then adjust it a little at a time in the same direction as the pull until it is gone.

As bhile stated you can compensate for prop torque felt in the steering by turning the BACK (trailing edge) in the direction of the pull.

The other purpose (those clever engineers :D) of that trim tab is to provide anti-corrosion protection for the motor. It is made of zinc and will sacrifice itself (corrode away) rather than have the aluminum components of the lower unit be corroded. Especially important in saltwater environments.
