Motor position censor

I've got a 1990 150gt and the motor position censor has stopped working. When you turn the key on the needle immediately pegs in the down position.

What typically going bad on these? The dash mounted gauge or the actual sensor at the motor?

And how can I test for which it is?

usually the sensor, that is why i hate guages.
