I have a Mercury 1980 40hp that is reving really high in neutral. After trouble shooting a little I noticed that the lever under the fly wheel is always sitting in the high idle position, as if my throttle was all the way engaged. Im attaching an image. Nothing is pushing this thing to this position b/c i can move it with my finger easily. Any idea what to do to keep this in position?
