Motor rising out of water

When i put the moter in reverse and give it the gas,not at full throtle,maybe 1/3, the motor rises out the water then goes back down.Is this right?

not knowing what motor nor trim unit we are disscusiing, almost any unit will trip the shock valve in the tilt ram and allow the motor to raise above about 2000 RPM. however I cant think of any reason to be backing that hard.
